Can you shoot grey herons because they are a pest?

In the UK, it is not legal to shoot grey herons. They are protected under the Wildlife and Countryside Act 1981 and it is an offence to intentionally kill, injure or take any wild bird unless you have a licence to do so. Pest control should also only be carried out by those who are qualified to do so.
