Why ugly duckling belong to duck family if ducking is a swan?

The ugly duckling is a fictional character from a fairy tale who eventually turns out to be a swan. In reality, ugly ducklings do not belong to the duck family because they are swans. Swan chicks can appear "ugly" in comparison to adult swans, but they are still members of the swan family.
