In hoot why does officer delinko tell the supervisor truth about owls?

In the book Hoot, Officer Delinko does not tell the supervisor the truth about the owls. He lies and says that there are no owls in the construction site, when in reality there are burrowing owls living there. He does this to protect the owls and their habitat from being destroyed.
