Why is hay completely dry before it baled?

Hay is not completely dry before it is baled. The ideal moisture content for baling hay is between 15% and 20%. If the hay is too wet, it will not store properly and may mold or rot. If the hay is too dry, it will be brittle and may break or be lost when baled.
