How does having the brightest tail help a peacock?

The assumption that peacocks have the brightest tail is not correct. Peacocks are male peafowl and they do have elaborate and colorful feathers, but claiming they have the brightest tails would not be accurate as there are other bird species with even more vibrant and colorful tail feathers.
