Did Tobi control the nine tail fox?

Tobi did not control the nine-tailed fox directly. Instead, he manipulated Obito Uchiha, who was the actual controller of the nine-tailed fox during the attack on Konohagakure. Tobi used Obito's Mangekyō Sharingan to control the fox and cause devastation in the village.
